Cities are increasingly transitioning towards the circular economy (CE).  They are moving towards a sharing economy and implementing CE strategies to reduce their use of resources and environmental impact.  The efforts of municipalities concentrate chiefly on the "lower-level" waste and wastewater management and recycling and recovery strategies.  Among the "higher-level" CE strategies pursued by governments across the world are reducing, repurposing, remanufacturing, and reusing.  This review systematically maps the scientific and grey literature of the CE strategy that they are focusing on.  It enables policymakers to find examples of cities of similar size, similar sectoral approach, and suitable CE strategy.
