ENERGY STAR is a rating system and single-attribute government certification program that uses a benchmarking method to assess a building's energy and water use.   It is managed by the U.S. EPA and U.S. DOE and focuses on energy consuming products.

Certification relies on manufacturer-provided data or third-party testing.  The subject building's peer group of comparison are those buildings in a national survey conducted by the Department of Energy's Energy Information Administration that have similar building and operating characteristics.

To receive an ENERGY STAR rating, a project's energy usage must be tracked with the online Portfolio Manager and receive passing score.
